There is increasing criticism on the use of big data and algorithms in public governance. Studies revealed that algorithms may reinforce existing biases and defy scrutiny by public officials using them and citizens subject to algorithmic decisions and services. In response, scholars have called for more algorithmic transparency and regulation. These are useful, but ex post solutions in which the development of algorithms remains a rather autonomous process. This paper argues that co-design of algorithms with relevant stakeholders from government and (...) society is another means to achieve responsible and accountable algorithms that is largely overlooked in the literature. We present a case study of the development of an algorithmic tool to estimate the populations of refugee camps to manage the delivery of emergency supplies. This case study demonstrates how in different stages of development of the tool—data selection and pre-processing, training of the algorithm and post-processing and adoption—inclusion of knowledge from the field led to changes to the algorithm. Co-design supported responsibility of the algorithm in the selection of big data sources and in preventing reinforcement of biases. It contributed to accountability of the algorithm by making the estimations transparent and explicable to its users. They were able to use the tool for fitting purposes and used their discretion in the interpretation of the results. It is yet unclear whether this eventually led to better servicing of refugee camps. The articles in the present issue are the result of a study day on William Desmond’s recent book, Ethics and the Between, held at the K.U.Leuven's Institute of Philosophy. This important book certainly deserves a thorough discussion and for many reasons. It is the manifestation of an ambition that reminds us of past periods in the history of philosophy. These days not so many philosophers venture to set up a body of work — three volumes — in the tradition of (...) the great philosophical systems that once tried to cover and understand the whole of reality. When reading Ethics and the Between, Hegel’s system comes to mind not only because we know that William Desmond is a Hegel scholar but also because of its ambition to give everything a place within an encompassing system.Of course Desmond takes care to explain where the difference lies between his metaxological approach and an insufficiently open and pluralist dialectics. His is an attempt to rethink the notion of system so that it is more hospitable to otherness as other, to the rich inexhaustibility of being. He wants to be true to the equivocities of our being and not to give in to the seduction of mediated univocity, as some forms of dialectics do. What is at stake in his work is not forgetting the surplus, the excess, the otherness of the good which suggests a transcendence of each dialectical completion in terms of self-determination.Desmond’s oeuvre is not only unusual today because of its systematic ambition. A second characteristic marks off more specifically his book on ethics: the attempt to write an ethics dominated by the idea of the good, raising the question of the relation between metaphysics and ethics, between being and being good. Desmond seems to tell us that something has been forgotten: the good which continues to be there incognito, present even in philosophies that forget it. This seems to be Desmond’s way of situating himself in an age characterized by the subtle ethos of valuelessness, the perplexity about the inherent value of being, of being as good; an age oscillating between foundationalist unity and postmodern plurality.If it were my task to give an introduction to Desmond’s thought I would have to pay attention to the richness of the concept of metaxu, the between, the way it seems to encompass the whole and keep it together, while at the same time being excessive. I would have to speak about the fourfold meaning of being and the way it shapes different ways of being ethical that dwell more and more intensively with what is at play in the ethos, that is to say in the metaxu.But it is not my task to do this; others have made the attempt more extensively in the papers reproduced here. I doubt whether they will be sufficient to bring to light all the rich dimensions of this book that is written at the same tempo as William speaks when discussing and, I suppose, when he goes running in the morning. Geach's problem, the problem of accounting for the fact that judgements expressed using moral terms function logically like other judgements, stands in the way of most noncognitive analyses of moral judgements. The non-cognitivist must offer a plausible interpretation of such terms when they appear in conditionals that also explains their logical interaction with straightforward moral assertions. Blackburn and Gibbard have offered a series of accounts each of which interprets such conditionals as expressing higher order commitments. Each then invokes norms for (...) the coherent acceptance of attitudes to explain why we hold certain combinations inconsistent. Against these accounts the paper presses two related objections: (1) The norms needed to do the explanatory work cannot be strong enough to do that work without also ruling clearly consistent attitudes inconsistent. And (2), the norms of rational attitude acceptance do not neatly track the distinction between consistent and inconsistent attitudes. (shrink)

The idea that the ethical values of professionals in finance have played a role in the global financial crisis is widespread. The crisis-of-ethics debate is important, concerning one of the main policy challenges of our times, but is based on popular lore and anecdotes rather than systematic evidence. We analyze the self-enhancement and self-transcendence values of PIFs vis-à-vis the general population and test for patterns of variation that are consistent with the idea of a crisis of values, meaning patterns of (...) variation that would implicate PIFs’ values in the GFC. Employing pre-crisis data allows for an unbiased assessment. Results reveal only minor differences in values between PIFs and the general population, too small to support the idea of a crisis of ethical values by objective standards. Extensive robustness checks confirm these findings, sometimes actually revealing values differences counter to the crisis of ethical values idea. We conclude that the financial system would not have fared better had we had a different breed of PIFs. Rather, situational forces can induce severe disregard for the welfare of others, also in people with ordinary, decent values. Hence, if anything, the GFC shows that the financial services industry has been providing an environment highly conducive to unethical behavior. The practical implication is that fixes to the financial system can only come from improved regulatory design. (shrink)

We assess the organizational culture in the finance industry in relation to the global financial crisis and consider the potential of cultural change to improve the financial sector. To avoid biases, we build on the person–organization fit literature and develop a novel, indirect method for assessing organizational culture that revolves around relationships between employees’ personal traits and their career success in the industry or organization under study. We analyze personal values concerning the pursuit of private gain versus personal values concerning (...) caring for others and consider whether employees that value self-enhancement more and self-transcendence less enjoy more career success relative to their peers when working in finance than when working in other industries. Results do not reveal any sort of cross-industry differences that would implicate the finance industry’s culture in the financial crisis. Instead, we find the opposite, namely that strong self-enhancement values and weak self-transcendence values go together with less career success in the finance industry compared to other industries. Hence, if anything, the culture in the finance industry does not seem to resonate well with professionals that seek to pursue personal gain at the expense of clients’ welfare. Implication is that cultural change has little potential to improve the financial system. Meanwhile, the method for assessing organizational culture indirectly by analyzing relationships between employees’ traits and their career outcomes has wider applicability, particularly when relying on scores or measures obtained directly from the people concerned is likely to render biased evidence. Motivational internalism about moral judgments is the plausible view that accepting a moral judgment is necessarily connected to motivation motivation. However, it conflicts with the Humean theory that motives must be constituted by desires. Simple versions of internalism run into problems with people who do not desire to do what they believe right. This has long been urged by David Brink. Hence, many internalists have adopted more subtle defeasible views, on which only rational agents will have a desire to act. (...) I will argue that more complex versions run into problems with self-effacing values of the sort Parfit highlights in another context. Such values can only be attained indirectly. After proposing a general account of motivation suited to the internalist thesis, I argue that Anti-Humeanism is better suited to accommodating the internalist insight. (shrink)

In a globalizing world, cross-national differences in values and business culture and understanding these differences become increasingly central to a range of organizational issues and ethical questions. However, various concerns have been raised about extant empirical research on cross-national dissimilarities in the cultural values of managers and the development of a unified business culture. This paper seeks to address three such concerns with the literature on convergence versus divergence of cultural values. It develops an empirical approach to the study of (...) changing business cultures that revolves around birth cohorts and intergenerational values shifts and aims to advance empirical knowledge of the dynamics of cross-national differences in the cultural values of managers. We use time-series data covering 68,708 managers and are able to consider a sample of 32 countries that represent more than half of the cultural clusters recognized in the literature. Results reveal diverse shifts in managerial values across birth cohorts with cross-national dissimilarities waning for some basic cultural dimensions, remaining stable for other dimensions, and becoming more pronounced for other dimensions still. Moving beyond the standard convergence/divergence taxonomy, we conclude that a full-fledged convergence–stability–divarication perspective provides the best basis for thinking about the subtle ways in which business cultures are changing. Over the course of the twentieth century, the logical space available to metaethics has been rather thoroughly mapped out. We now have a pretty good idea of the inhabitable terrain, and each bit of that terrain appears to be occupied by able defenders. So it comes as a surprise when Mark Timmons stakes out previously undiscovered and unclaimed territory. He defends a view that he labels “ethical contextualism,” a position that is at once naturalistic, nonreductive, nonrelativist, irrealist, nondescriptivist, and (...) cognitivist. The list may seem incoherent so as to risk identifying contextualism with a form of error theory, but Timmons thinks this is an illusion resulting from a failure to realize that not all assertions need be descriptive. Some assertions are evaluative assertions distinct from descriptive assertions. As assertions, they express beliefs, but not representational beliefs. (shrink)

This study aimed to explore the understanding of and attitudes towards academic ethics of first-year students at a South African University using a paper-based survey that yielded 3611 respondents. A degree of confusion and ambivalence regarding academic ethical issues exists. The relative wealth of respondents also appears to influence the understanding of and attitudes to academic ethics. Millennial students have a tendency to disregard ownership of knowledge. There is a need for instruction in academic ethics to instil an awareness of (...) integrity in academic pursuit, coupled with an understanding of the world views of millennials. (shrink)

Brouwer and Weyl recognized that the intuitive continuum requires a mathematical analysis of a kind that set theory is not able to provide. As an alternative, Brouwer introduced choice sequences. We first describe the features of the intuitive continuum that prompted this development, focusing in particular on the flow of internal time as described in Husserl's phenomenology. Then we look at choice sequences and their logic. Finally, we investigate the differences between Brouwer and Weyl, and argue that Weyl's conception of (...) choice sequences is defective on several counts. (shrink)

There are two principles that lend Brouwer's mathematics the extra power beyond arithmetic. Both are presented in Brouwer's writings with little or no argument. One, the principle of bar induction, will not concern us here. The other, the continuity principle for numbers, occurs for the first time in print in [4]. It is formulated and immediately applied to show that the set of numerical choice sequences is not enumerable. In fact, the idea of the continuity property can be dated fairly (...) precisely, it is to be found in the margin of Brouwer's notes for his course on Pointset Theory of 1915/16. The course was repeated in 1916/17 and he must have inserted his first formulation of the continuity principle in the fall of 1916 as new material right at the beginning of the course.In modern language, the principle readswhere α and β range over choice sequences of natural numbers, m and x over natural numbers, and stands for ⟨α, α, …, α⟩, the initial segment of α of length m.An immediate consequence of WC-N is that all full functions are continuous, and, as a corollary, that the continuum is unsplittable [28]. Note that WC-N is incompatible with Church's thesis, [22], section 4.6.After Brouwer asserted WC-N, Troelstra was the first to ask in print for a conceptual motivation, but he remained an exception; most authors followed Brouwer by simply asserting it, cf. Brouwer and Husserl both aimed to give a philosophical account of mathematics. They met in 1928 when Husserl visited the Netherlands to deliver his Amsterdamer Vorträge. Soon after, Husserl expressed enthusiasm about this meeting in a letter to Heidegger, and he reports that they had long conversations which, for him, had been among the most interesting events in Amsterdam. However, nothing is known about the content of these conversations; and it is not clear whether or not there were any other (...) exchanges between them. The following is an attempt at some remarks on Husserl’s Philosophy of Arithmetic from an intuitionistic, by which I mean a Brouwerian, point of view. I will confine myself specifically to some intuitionistic musings on Husserl’s analysis of the concept of finite number, which he developed in his Habilitationsschrift of 1887, “On the Concept of Number,” and presented again in 1891 in the first four chapters of the Philosophy of Arithmetic. It will turn out that the intuitionistic account of number is very different from Husserl’s. For instance, they strongly disagree about the number 2. On the other hand, the roots of the projects of Husserl and Brouwer have much in common. Since this fact makes their disagreement pressing and lends it much of its significance, I will begin there. In this paper, we argue that the characteristics of digital platforms challenge the fundamental assumptions of value sensitive design (VSD). Traditionally, VSD methods assume that we can identify relevant values during the design phase of new technologies. The underlying assumption is that there is onlyepistemic uncertaintyabout which values will be impacted by a technology. VSD methods suggest that one can predict which values will be affected by new technologies by increasing knowledge about how values are interpreted or understood in context. (...) In contrast, digital platforms exhibit a novel form of uncertainty, namely,ontological uncertainty: even with full information and overview, it cannot be foreseen what users or developers will do with digital platforms. Hence, predictions about which values are affected might not hold. In this paper, we suggest expanding VSD methods to account for value dynamism resulting from ontological uncertainty. Our expansions involve (1) extending VSD to the entire lifecycle of a platform, (2) broadening VSD through the addition of reflexivity, i.e. second-order learning about what values to aim at, and (3) adding specific tools of moral sandboxing and moral prototyping to enhance such reflexivity. While we illustrate our approach with a short case study about ride-sharing platforms such as Uber, our approach is relevant for other technologies exhibiting ontological uncertainty as well, such as machine learning, robotics and artificial intelligence. The study of intellectual humility (IH), which is gaining increasing interest among cognitive scientists, has been dominated by a focus on individuals. We propose that IH operates at the collective level as the tendency of a collective’s members to attend to each other’s intellectual limitations and the limitations of their collective cognitive efforts. Given people’s propensity to better recognize others’ limitations than their own, IH may be more readily achievable in collectives than individuals. We describe the socio-cognitive dynamics that can (...) interfere with collective IH and offer the solution of building intellectually humbling environments that create a culture of IH that can outlast the given membership of a collective. Het oude boeddhisme kent een heilsleer die uitmondt in nirwana, dat letterlijk ‘uitdoving’ betekent: het uitdoven van begeerte, haat en onwetendheid. In het latere mahayana-boeddhisme speelt het niets een nog grotere rol: de filosoof Nâgârjuna stelt keer op keer dat alles ‘leeg’ is : de dingen hebben geen substantie, geen eigen wezen, en bestaan niet op zichzelf. De (...) heilsleer van het mahayana-boeddhisme is gericht op het existentieel realiseren van deze sunyata. Mede vanwege deze opvattingen is het boeddhisme vanaf de negentiende eeuw in het Westen vaak gerecipieerd als een nihilisme. Intractability is a growing concern across the cognitive sciences: while many models of cognition can describe and predict human behavior in the lab, it remains unclear how these models can scale to situations of real-world complexity. Cognition and Intractability is the first book to provide an accessible introduction to computational complexity analysis and its application to questions of intractability in cognitive science. An international legal agreement governing the global antimicrobial commons would represent the strongest commitment mechanism for achieving collective action on antimicrobial resistance (AMR). Since AMR has important similarities to climate change—both are common pool resource challenges that require massive, long-term political commitments—the first article in this special issue draws lessons from various climate agreements that could be applicable for developing a grand bargain on AMR. We consider the similarities and differences between the Paris Climate Agreement and current governance structures for (...) AMR, and identify the merits and challenges associated with different international forums for developing a long-term international agreement on AMR. To be effective, fair, and feasible, an enduring legal agreement on AMR will require a combination of universal, differentiated, and individualized requirements, nationally determined contributions that are regularly reviewed and ratcheted up in level of ambition, a regular independent scientific stocktake to support evidence informed policymaking, and a concrete global goal to rally support. Antimicrobial resistance (AMR) is an urgent threat to global public health and development. Mitigating this threat requires substantial short-term action on key AMR priorities. While international legal agreements are the strongest mechanism for ensuring collaboration among countries, negotiating new international agreements can be a slow process. In the second article in this special issue, we consider whether harnessing existing international legal agreements offers an opportunity to increase collective action on AMR goals in the short-term. We highlight ten AMR priorities and (...) several strategies for achieving these goals using existing “legal hooks” that draw on elements of international environmental, trade and health laws governing related matters that could be used as they exist or revised to include AMR. We also consider the institutional mandates of international authorities to highlight areas where additional steps could be taken on AMR without constitutional changes. Overall, we identify 37 possible mechanisms to strengthen AMR governance using the International Health Regulations, the Agreement on the Application of Sanitary and Phytosanitary Measures, the Agreement on Trade-Related Aspects of Intellectual Property Rights, the Agreement on Technical Barriers to Trade, the International Convention on the Harmonized Commodity Description and Coding System, and the Basel, Rotterdam, and Stockholm conventions. Although we identify many shorter-term opportunities for addressing AMR using existing legal hooks, none of these options are capable of comprehensively addressing all global governance challenges related to AMR, such that they should be pursued simultaneously with longer-term approaches including a dedicated international legal agreement on AMR. Some moral debunkers such as Sharon Street argue that evolutionary debunking arguments favor a response-dependent or subjectivist metaethics over more realist metaethical accounts. I argue that this thought conflates meta-semantics with semantics by running together mind-dependent content determination relations with mind-dependent content. Insofar as reference is broadly an epistemic relation, evolutionary debunking arguments would cause trouble for mind-independent theories of reference and content determination, since there would be no guarantee that reference would track epistemic access. But a firmly realist theory (...) of content is consistent with a mind-dependent theory of reference. I use David Hilbert's theory of color to illustrate. (shrink)
